Re housing construction under Soviet Union

I looked through the archived data and found these figures interesting about Kazakh SSR:
1. Until early 1960s the housing construction was held primarily at the expense of the population: 70% of housing in 1946-50, some 60% in 1951-1955, and nearly 50% in 1956-1960
2. In 1980s, 90 percent of housing was built at the expense of state funds.
3. Starting from 1961, 6 million sq.m. of housing was delivered annually in average in Kazakh SSR. In the independent Kazakhstan, this figure was reached only in 2006-07. The further perspectives are obscure.
4. Soviet-time Stroibank was giving out state credits for cooperative apartments: up to 80% of the estimated price, for 25 years period, crediting rate - 0.5 percent, installment payments.
