To increase the volume of oil refining by 4.5 mln. tons until 2015, it is suggested to invest $3.4 billion into the existing oil refineries. I wonder why they do not take into consideration another approach - 4.5 million tons can be processed by 18 mini-refineries of 250,000 tons capacity each. And their total cost would be 360 million dollars.
Meanwhile, katelka reminds, that the Law on Internet Regulation, which makes the blogs equal with mass-media, has become effective in Kazakhstan [ru]:
There is a question arising in connection with this law: once I’ve read a cat’s blog, i.e. a cat’s owner blogged “on behalf” of his cat… Who would be considered as a journalist in this case? A cat?

On a more serious note, I stopped posting about serious heavy Kazakhstan news, especially since our daughter was born; I don’t want to risk any problems with the authorities. If my site were more anonymous, I suppose I could have continued.
