I am no expert, but I think I'd have written it like this: Ten years ago the capital of Kazakhstan was moved from Almaty, the country's largest city, to Astana. I know what you meant by "pet city" but I think you meant to say the city was a "pet project" of the President. It's also "a magnet" not "magnetic" in this case. I hope you don’t mind but your first sentence wasn’t proper English. I am no expert, but I think I’d have written it like this:

I know what you meant by “pet city” but I think you meant to say the city was a “pet project” of the President.
