On 8th April, the Association of communication operators, Internet service provider and the current registrar of domain zone. Kg “AsiaInfo”, the non-government organization “Civil Initiative on Internet Policy” suggested to establish a special board for the management of the domain zone of Kyrgyzstan.

The board will create the rules of registration and use of the national domains, as well as the rules of the work of administrator and registrar.

The Administrator will provide technical support to the domain database. Registrars will register domains.

However, the same day, the president of Kyrgyzstan signed a decree “About the organization and function of the system of national domain names.”

Under the decree, the State Patent Department of Kyrgyzstan became responsible for the administration of the domain name “KG”.

The top-level domain KG indicates the country code, it is a national resource. It is considered that the State Patent Department will be the responsible for the administration of the domain zone of KG, stated in the decree.

Commenting on this decree, deputy director of provider company ElCat Sergey Shmelev noted that only the international organization ICANN has the right to delegate the right of registration of the domain area .Kg to the other structure.

The fact of the delegation of management of domain zone kg can be accomplished only after the decision of the international organization ICANN, the only company which has authority to transfer the functions of registration, said Shmelev.

Director of the State Patent Department of Kyrgyzstan Ulan Melisbek is sure that the delegation of administration of the area Kg to its structure will lead to the rise of the Internet development in Kyrgyzstan.

One thing is clear: kg internet got a chance for the rapid development. We will decrease the price of the domain name and the number of sites will increase. There will be demand for the services of companies that make these sites. We will continue to increase the quality of the Kyrgyz sites, said Ulan Melisbek.

Ulan Melisbek stressed that the “administration” and “registration” are different concepts.

“The functions of registration will take a few companies that have the technical capacity to do so. In all countries, the functions of registration of domain names are allocated as many as possible of the market of information technologies”, – he said.

The company “AsiaInfo” didn’t comment the presidential decree.
