My old city Osh, never touched before.

Mainly extended with narrow roads and low-rise buildings, Osh has very poor infrastructure.  But, it seems city will be transformed in to the well – designed, modern and  cozy place to live in 15 years. On early February president of Kyrgyzstan Kyrmanbek Bakiev told to officials to work out Osh City Reconstruction Plan in “30 days.”

“Due to rising population, it is more than important to build multistory apartments and wide roads.”  – say residents. The reconstruction of the city was necessary both economically and socially, indeed.  The increasing population and traffic has created many difficulties.  The new city infrastructure also needful cause of expecting stream of travelers to the Suleiman Mountain, which has recently declared as an object entered to the UNESCO list.

The first steps to officialize the city have been taken last year when the Ministry of Extreme Situations of KR and the Ministry of Defense of KR were moved to Osh.  According to the Osh city general plan, the city has not been reconstructed since the 1985. These 25 years, officials just tried to keep the city clean.  But, after the assignment of new city mayor Melisbek Akmatbekov, new parks and alleys started to appear and all cafes and buildings ones built in restricted areas along the streets have been replaced or erased altogether in order to widen traffic roads.

However, efforts taken by the new mayor to overdesign the city have raised many contradictions among the city officials and business owners.  Owners claim that cafes and other business staff along the streets were built by the permission of the prior city Mayor.  But the city officials say that the buildings were constructed on a banned areas, tightening traffic roads. Both are true, aren’t they?

On the other hand, it is very interesting what a project will figure out specialists during the 30 days. It seems 30 days are very short time to make a qualitative city plan.  But, residents still do hope that the project will be very beneficial if the money gets into the right hands.

PS: It would be great, if officials do not stop on reconstructing buildings and roads but take into consideration the development of information services too.  Due to old telephone lines and few ISP’s (Internet Service Provider) Osh has one of the slowest internet connections in Central Asia making it impossible to the people of the region to connect to the global online world.

  • Great news – but who is going to pay for this? And better question – how will Kyrgyzstan’s government stop rampant corruption from stealing any money that might have been set aside for reconstruction?

    @Michael Hancock, This is a very suitable question. As I mentioned the reconstruction plan lasts 15 years. And I think we will see weither rampant corruption caused the reconstruction plan after the 15 years.
