Bakiev’s Success and Disappointment of the International Observers

23, July Kyrgyzstan’s presidential election passed. The Kyrgyz Central election committee (CEC) announced the elections accomplished. According to the preliminary results of the election, Kurmanbek Bakiev won 85,48%.

23, July all 2330 election districts were open at 8 a.m. By 9 o’clock about 11% of the voters polled. I’ve put all the official information of CEC in a small table.

Kurmanbek Bakiev and Almazbek Atambaev became first persons among the presidential candidates who voted at their election districts.

Afternoon the Social Democratic Party told about the arrest of two party members in Balyckhi city (Issyk-Ku region). According to the press-release, they were arrested during the rally, when people were going to protest among the mass falsifications during the election.

Police used the weapon and tear gas, Social Democratic Party told.

Later, the Ministry of Internal Affairs disclaimed this information, but, anyway, the Prosecutor’s office opened a criminal case about the mass riots in Balykchi city.

Social Democratic Party also provided a few evidences of the irregularities to CEC. CEC decided to give all materials to the Prosecutor’s office for the next investigation.

By 16:00 two presidential candidates Almazbek Atambaev and Jenishbek Nazaraliev hold the joint press-conference. They called the election illegal and called back theirs observers.

We insist on stopping the election and poll again. This isn’t election, it’s mockery on our own nation, Atambaev told [ru].

They also hold concert and meeting in the evening, where announced again that they didn’t admit the results of the election. According to АКИpress [ru], opposition will announce about the future actions within 2-3 days.

24, July all accredited international observers presented theirs reports.

SCO and CIS missions called that the presidential election passed according to the Kyrgyz laws.

We didn’t notice any serious violations. The observation was clear both for the international and local observers, the head of CIS mission Sergey Lebedev told [ru].

The head of the Mission of the European Network of Election Monitoring Organizations (ENEMO) Peter Novotny told [ru] that Kyrgyzstan didn’t keep the international standards during the presidential elections.

Kyrgyz NGO sector reported about the mass violations from the state workers. Human right activist Tolekan Ismailova told about the number of facts of the political racketeering.

The Office for Democratic Institutions and Human Rights (OSCE/ODIHR) issued [en] the Statement of Preliminary Findings and Conclusions. According the statement, the 23 July presidential elections failed to meet key OSCE commitments for democratic elections, including the commitment to maintain a clear separation between the ruling party and the state. Election day was marred by many problems and irregularities, including evidence of ballot box stuffing, inaccuracies in the voter lists and some evidence of multiple voting. The process further deteriorated during the counting and tabulation.

“Sadly, this election did not show the progress we were hoping for and it again fell short of key standards Kyrgyzstan has committed to as a participating state of the OSCE,” monitoring chief Radmila Sekerinska said in a statement.

Internet-society was very active during the election day. Internet-users discussed actively the election process, reported about the violations, put some video.

Twitter user crioto wrote [ru] that “Someone suggested me 100 soms to vote for you_khow_who”.

User elmar posted some video at blive.kg site about the violations during the election day. Tolkun Umaraliev re-posted [en] some of them in his own blog.

We still have no doubts in the convincing victory of Bakiev. 4 years ago he won with the 88,65%. Let’s wait for the official information of CEC and next five years of Bakiev’s presidency…
