Perhaps they should read the OSCE preliminary report, which seems pretty clear that there was widespread evidence of intervention by local officials, not to mention the biased pre-election campaign.

Cecil Parkinson always was a sleazeball, of course, but clever of the Kazakhs to get this CIC thing going. It provides nice cover to balance the OSCE criticisms. But of course these delegates don&#039;t really monitor the election. They go to a couple of polling stations in Astana, and then reconvene for a few gins in their hotels. Its time for governments to disown these kind of delegations, otherwise they are presented as the official views of the international community.</description>
