The Minister of Justice has proposed an amnesty. He believes it will have a considerable social impact, reducing expenditure on inmate upkeep and alleviating the burden on overcrowded prisons.

On the eve of the minister’s announcement, Senate member Gani Kasymov propositioned the Prime Minister to have the amnesty coincide with “the momentous occasion of our head of state’s seventieth birthday.” He said it would be an “act of clemency.”
