Uzbek fear of school children

Today the Indian Prime Minister Manmohan Singh will visit Tashkent. He will stop by on his way from Germany to India (Interesting Article in the Frankfurter Allgemeine Zeitung). It is illustrating, that the Indian Primeminster in an unconcious way the relation between Germany and Uzbekistan (the German base in Termez) highlights. Among other things, he will visit together with Islam Karimov the monument of Lal Bahadur Shastri (a former Indian Primeminister). Shastri signed in Tashkent on 10 January 1966 a ceasefire for the Kashmir conflict with Pakistan. Shastri died on 11 January 1966 in Tashkent and a monument was errected for him in Tashkent.
The monument is close to the school of a colleague’s son. Because of this visit the school will be closed today, due to general security concerns. With these news I was wondering how pupils might be considered as potential attackers.
